What does “legit” actually mean for a research peptide vendor?

Here’s what I think people are really asking when they ask whether a vendor is legit. They want to know three things: will the order arrive, will the vial contain what the label says, and is there any way to check the second point without a mass spectrometer of their own. The first question is answered by shipping policies and by other buyers. The second and third are answered only by documentation, and that’s where I’d put your attention.
